The newly-built hazardous waste temporary storage warehouse, semi-solid hazardous waste pretreatment workshop, liquid hazardous waste disposal workshop, general solid waste disposal workshop, storage warehouse and feeding system (solid hazardous waste needs to be broken The semi-solid hazardous waste is sent to the kiln through the semi-solid port plunger pump + spray gun; the semi-solid hazardous waste is sent to the kiln through the semi-solid port; the liquid hazardous waste is sent to the calciner or kiln head liquid port through the pneumatic diaphragm pump and pipeline; the inorganic contaminated soil is fed into the kiln through the belt conveyor + Ruiping Shilong raw material mill; the organic contaminated soil and sludge are fed into the kiln through the semi-solid port), waste gas treatment system, accident pool, etc Anti seepage and anti-corrosion measures are adopted for fire pool, initial rainwater pool, laboratory and supporting facilities. At the same time, the existing two 4500t / d clinker production lines of Ruiping Shilong cement were reconstructed (one semi-solid feeding port, two solid feeding port and one non combustible liquid feeding port were set in a ᦇ kiln end decomposing furnace; four liquid feeding ports were set in kiln head cover; one waste gas inlet was set in kiln head grate cooler. The annual treatment of solid waste in the project is 100000 tons / year (including 60000 tons of hazardous waste, 20000 tons of polluted soil and 20000 tons of sludge).

The main types of hazardous wastes to be disposed are: HW02 pharmaceutical waste (pharmaceutical enterprise residues, expired drugs, etc.), hw03 waste drugs and drugs, hw04 pesticide waste, hw05-19 (waste preservative, waste mineral oil, waste organic solvent, waste emulsion, waste chip liquid, waste coating, rectification residue, in which the chromium containing residue in hw17 is not disposed), hw22-24 (containing copper, zinc, arsenic waste), hw31 / 32 / 34 / 35( Lead containing waste, waste acid, waste alkali, waste etching solution, etc., of which chlorine content of waste acid should be controlled), hw37-40 (organic waste), hw46-50 (nonferrous metal smelting waste, waste catalyst, nickel, barium containing waste, etc.). Among them, the mercury containing waste in hw49 will not be disposed of), 20000 tons of contaminated soil and 20000 tons of sludge (general solid waste). Only within the scope of Dingshan city. The final disposal category is subject to the business scope and scale approved by the hazardous waste business license. All kinds of hazardous wastes are classified and stored in different areas according to the specifications, and equipped with isolation walls. After the implementation of the project, the production scale of the existing cement kiln will not be changed. The main production equipment is rotary shear crusher, plunger pump, slurry spray gun, screw conveyor, belt conveyor, elevator, centrifugal pump, pneumatic diaphragm pump, negative pressure induced draft fan, double shaft toothed roller, belt conveyor, plate chain elevator, etc. The production process is as follows: admittance assessment → receiving and analysis → storage → pretreatment → adding waste into the kiln → incineration in the kiln.

Main environmental impacts and countermeasures and measures to prevent or reduce adverse environmental impacts:

Waste gas: including all kinds of waste gas from pretreatment workshop and waste gas at kiln tail of collaborative kiln. During the operation of the pretreatment workshop, malodorous gases such as ammonia, hydrogen sulfide and non methane total hydrocarbon will be produced. During the normal operation of the cement kiln, the waste gas from the treatment workshop will be collected under negative pressure and sent to the grate cooler at the kiln head for incineration. During the maintenance of cement kiln, the waste gas from the pretreatment workshop was collected under negative pressure and then entered into the "alkali washing + water washing + Photo oxygen catalysis + activated carbon adsorption" device (4 sets in total) for treatment, and the exhaust funnel was discharged after treatment. Based on the existing waste gas treatment system of cement kiln, the waste gas from cement kiln tail gas is treated by "staged combustion + SNCR + bag dust removal + desulfurization", and then discharged through 110m kiln tail exhaust stack; the exhaust gas emission meets the limit requirements of pollution control standard for solid waste collaborative disposal of cement kiln.

Waste water: the production wastewater mainly includes the cleaning wastewater from receiving storage bin and conveying equipment, cleaning wastewater from transportation vehicles, laboratory wastewater, etc. after being collected, it is pumped to the semi-solid hazardous waste pretreatment workshop to adjust the viscosity of semi-solid waste without being discharged. The domestic sewage of 7.56t/d is treated by the existing integrated sewage treatment facilities (primary sedimentation + contact oxidation + secondary sedimentation + clear water tank + water storage tank) in Ruiping Shilong, which is used for production and material sprinkling in the plant area without being discharged; the new workshop of the project adopts partition anti-corrosion and anti-seepage treatment, sets up weirs and anti-corrosion measures around, and builds 5 groundwater monitoring points and 3 soil monitoring points to prevent groundwater And soil pollution.

Noise: sound insulation, vibration reduction, low noise equipment and other measures shall be taken.

Solid waste: domestic waste shall be sent to the place designated by the local environmental sanitation department for treatment, and hazardous wastes that cannot be disposed of in this project, such as packaging barrels, waste UV tubes and scrap iron, which cannot be disposed of in this project, shall be sent to qualified units for disposal; hazardous wastes such as waste mineral oil, test waste, dust removal ash, waste cloth bag and waste activated carbon shall be classified and sent to cement kiln for collaborative disposal.

Risk: the project risk is mainly the secondary environmental risk caused by fire or leakage of hazardous waste, including waste gas and waste water generated by leakage, fire-fighting wastewater, etc. in the project, 600m3 accident pool, 200m3 initial rainwater pool and 1600m3 fire-fighting pool are set up. Under the condition of strict implementation of environmental risk prevention measures and risk emergency plan, the harm of environmental risk accident to the environment can be obtained Effective control, the environmental risk level of the project is acceptable.
